CONSTITUTION AND BYLAWS

NAME

THE NAME OF THIS ORGANIZATION SHALL BE THE SONS OF THE AMERICAN LEGION SQUADRON 484 MT. WASHINGTON. ATTACHED TO POST 484 FOURTH DISTRICT DEPARTMENT OF OHIO AMERICAN LEGION.

NATURE

THE SAL SQUADRON 484 IS A CIVILIAN ORGANIZATION. MEMBERSHIP THERE IN DOES NOT AFFECT NOR INCREASE LIABILITY FOR MILITARY OR POLICE SERVICE.

THE SQUADRON SHALL BE ABSOLUTELY NON-POLITICAL.

THE SQUADRON SHALL BE ABSOLUTELY NON SECTARIAN.

EACH MEMBER SHALL PERFORM HIS FULL DUTY AS A CITIZEN ACCORDING TO HIS OWN CONSCIENCE AND UNDERSTANDING, IN ACCORDANCE WITH THE LAW.

SQUADRON 484 WILL SUPPORT THE AMERICAN LEGION AND THE VETERANS OF OUR COUNTRY WHEN POSSIBLE.

MEMBERSHIP ELIGIBILITY

ALL MALE DESCENDANTS, ADOPTED SONS AND STEPSONS OF MEMBERS OF THE AMERICAN LEGION, AND SUCH MALE DESCENDANTS OF VETERANS WHO DIED IN SERVICE DURING WWI, WWII, KOREAN WAR, THE VIETNAM WAR, LEBANON, GRENADA, PANAMA, AND THE PERSIAN GULF WAR, DURING THE DELIMITING PERIODS SET FORTH IN ARTICLE IV, SECTION 1, OF THE NATIONAL CONSTITUTION OF THE AMERICAN LEGION, OR WHO DIED SUBSEQUENT TO THEIR HONORABLE DISCHARGE FROM SUCH SERVICE, SHALL BE ELIGIBLE IN THE SONS OF THE AMERICAN LEGION. THERE SHALL BE NO FORMS OR CLASS OF MEMBERSHIP EXCEPT AN ACTIVE MEMBERSHIP.

MEETINGS

SQUADRON 484 MEETINGS SHALL BE HELD 12 TIMES A YEAR, ONE EACH MONTH ON THE FIRST THURSDAY. MEETINGS WILL TAKE PLACE AT THE AMERICAN LEGION POST 484 IN MT. WASHINGTON OHIO.

DUES

SHALL BE SET BY THE SQUADRON MEMBERSHIP. THE COST WILL BE $20.00 AND $10.00 FOR JUNIORS UNDER 18 YEARS OF AGE. THE SQUADRON WILL SEND THE NECESSARY AMOUNT TO THE DETACHMENT OF OHIO FROM EACH MEMBERS DUES.

ELECTION OF OFFICERS

WILL BE NOMINATED AT THE APRIL SQUADRON MEETING EACH YEAR. THE COMMANDER SHALL CALL FOR NOMINATION FROM THE FLOOR AND ANY MEMBER IN GOOD STANDING MAY RUN FOR ANY OFFICE. THE COMMANDER MUST CALL EACH OFFICE THREE TIMES TO CLOSE THAT NOMINATION OF EACH OFFICE, WHERE THERE IS ONLY ONE NOMINEE FOR ANY GIVEN OFFICE AND THERE IS NO CONTEST, THE ADJUTANT WILL BE INSTRUCTED TO CAST ONE VOTE.

STANDING COMMITTEES

UPON NOMINATION OF THE SQUADRON COMMANDER HE SHALL APPOINT SUCH STANDING COMMITTTEES AS IT SHALL DEEM ADVISABLE FOR THE BENEFIT OF THE MEMBERSHIP AND THE SQUADRON.

EXECUTIVE COMMITTEE

THE EXECUTIVE COMMITTEE WILL BE MADE UP OF ALL THE SQUADRON OFFICERS. ALL PAST COMMANDERS SHALL BE ELIGIBLE FOR EXECUTIVE COMMITTEE TO VOICE THEIR OPINION ONLY WHEN ASKED BY COMMANDER.

DUTIES OF OFFICERS

THE DUTIES OF EACH OFFICER SHALL BE SET FORTH FROM THE SONS OF THE AMERICAN LEGION SQUADRON HANDBOOK.

REPLACEMENT OF OFFICERS

ANY OFFICER WHO MISSES MORE THAN THREE CONSECUTIVE MEETINGS WITH OUT AN EXCUSED NOTICE MAY BE REPLACED BY THE COMMANDER, AND APPROVED BY SQUADRON 484 EXECUTIVE COMMITTEE. THE OFFICER BEING REPLACED WILL BE NOTIFIED BY REGISTERED MAIL.

RULES OF ORDER

THE PROCEDURE AT ALL SQUADRON MEETINGS SHALL BE GOVERNED BY ROBERT RULES OF ORDER.
AMERICAN LEGION ADVISOR

THE JURISDICTION OF THE SQUADRON SHALL BE SET BY POST 484 AMERICAN LEGION ADVISORS. THAT HAS BEEN APPOINTED BY SUCH AMERICAN LEGION POST. THE SQUADRON WILL PAY THE ADVISOR’S SAL DUES EACH YEAR WHEN APPLICABLE.

RULES OF BEHAVIOR AT POST 484

THE RULES AND BEHAVIOR OF ANY SAL MEMBER SHALL BE SET DOWN BY THE AMERICAN LEGION POST 484 RULES AND REGULATIONS DOCUMENTS WHICH ARE POSTED IN THE CLUB ROOM.

THE SAL WILL DECIDE RESULTS OF ANY DECISION AND ACTION TAKEN AGAINST AN SAL MEMBER BROUGHT ON THE FLOOR.

EXCEPTION BEING, A MEMBER BROUGHT ON THE FLOOR BY A LEGION MEMBER. AT WHICH TIME THE LEGION DISCIPLINARY BOARD WOULD HAVE ALL RIGHTS AS TO WHAT COURSE OF ACTION WOULD BE TAKEN.

SQUADRON DISCIPLINARY COMMITTEE

THIS COMMITTEE SHALL BE PICKED BY THE COMMANDER OR (ADJUDAT WHEN COMMANDER IS ON TRIAL) MUST HAVE 4 SQUADRON MEMBERS AND ADVISOR (OR ADVISORS) ON COMMITTEE. THE SQUADRON WILL USE POST 484 DISCIPLINARY RULES AS A GUIDE.

THE ACCUSED HAS THE RIGHT TO APPEAR AND DEFEND HIMSELF; HE MUST BE NOTIFIED OF THE HEARING.

CLUB ROOM OFF LIMITS

NO MEMBER SHALL USE THE CLUB ROOM WHILE THERE IS A MEETING OR A FUNCTION WHICH REQUIRES SAL MEMBERS TO DONATE THEIR TIME FOR THE GOOD OF THE SAL.

WITH THE EXCEPTION OF HAVING COMPLETED THEIR DUTIES IN SAID FUNCTION.

LIFE MEMBERS

LIFE MEMBERSHIP REQUIREMENTS ARE AS FOLLOWS. A MEMBER MUST BE ACTIVE FOR AT LEAST 10 YEARS AND BE A MEMBER IN GOOD STANDING. LIFE MEMBERS SHALL BE VOTED ON BY A COMMITTEE OF NO LESS THAN 3 SAL MEMBERS CHOSEN BY THE COMMANDER. NO JUNIORS WILL BE ELIGIBLE FOR LIFE MEMBERSHIP.

QUORUM-TEMPORARY OFFICER

MUST HAVE AT LEAST 10% OF MEMBERS FOR QUORUM IN ORDER TO PASS ANYTHING ON THE FLOOR AT ALL MEETINGS. THIS PERCENTAGE WILL BE BASED ON THIS YEARS CURRENT PAID MEMBERSHIP.

THE COMMANDER CAN WITH HIS DISCRETION APPOINT A MEMBER IN GOOD STANDING AND CAPABILITIES OF CARRY OUT THE DUTIES OF ANY OFFICE. HE WILL BE A TEMPORARY OFFICER AT THAT MEETING ONLY.

SPECIAL MEETINGS

THESE MEETINGS SHALL BE CALLED UPON A MOJORITY VOTE OF THE EXECUTIVE COMMITTEE OR UPON THE WRITTEN REQUEST OF 6 SQUADRON MEMBERS AND SIGNED BY SUCH MEMBERS AND COPIES GIVEN TO THE COMMANDER AND ADJUTANT.

THE NOTICE OF SPECIAL MEETINGS MUST STATE THE OBJECT AND PURPOSE FOR THIS MEETING AND NO OTHER BUSINESS EXCEPT AS CONTAINED IN THE NOTICE THEREOF.

A NOTICE OF SPECIAL MEETINGS OF THE SQUADRON SHALL BE PUT IN THE LEGION OR SAL BULLETIN AND POSTED IN THE CLUB ROOM AT POST 484.

THE SPECIAL MEETING SHOULD BE RAN BY THE COMMANDER OR ANY OTHER QUALIFIED PRESIDING OFFICER WHEN COMMANDER IS UNAVAILABLE FOR DATE.

SQUADRON OFFICERS AND DUTIES


Squadron Commander - This individual is entrusted with the important duty of teaching and protecting the cardinal principles of the Sons of The American Legion and the supervision of duties of all other officers of the squadron. He is guided by the squadron constitution and by the decision of the squadron as a body. Yet, responsibility for the squadron's success rests largely upon his shoulders.
Accomplishments of squadron depend greatly upon the leadership abilities of the commander. During his term in office, the commander presides over squadron meetings and makes every effort to see that meetings are conducted properly. A recommended order of business and the ceremonial ritual for the opening and closing of a squadron meeting are outlined elsewhere in the Sons of the American Legion handbook.

First Vice Commander - The responsibilities of this office are devoted largely to the membership enrollment activities of the squadron and other duties as assigned by the Commander. There is nothing more important to the life and blood of the squadron then the membership. The First Vice Commander should be willing and able to fill in for the Squadron Commander if the need arises.

Second Vice Commander - The responsibilities of this office are concerned primarily with patriotic observances, the development of squadron activities, and planning entertainment and social features that may be scheduled in conjunction with squadron meetings. 

Adjutant - This officer is the secretary of the squadron, maintaining contact with individual squadron members and higher levels of the organization, keeping squadron records, and publishing any necessary orders, announcements, and instructions.

Finance Officer - This officer has the responsibility of receiving squadron moneys and paying all squadron bills when the Squadron Commander, and/or the Post Officials have given authorization for payment. The Finance Officer should have financial reports ready for every Squadron meeting.

Chaplain - This officer is responsible for the spiritual leadership of the squadron. In addition to attending all meetings, he should be ready upon occasion to take part in the initiation of new members, dedication ceremonies, and the funeral services of a comrade. The opening and closing prayers should be in tune with the type of meeting being attended. The Chaplain needs to be aware of the sick and injured members of the Squadron and take it upon himself to send the appropriate cards or well wishes.

Historian - This officer maintains a current record of the activities of the squadron as a mean of continuing a historical account of its endeavors over the years. The Historian should start a scrapbook, take pictures, send articles to newspapers, and become the public relations persons of the squadron.

Sergeant-at-Arms - This officer is the sentinel or outer guard of the squadron. In addition to being the custodian of the flag and squadron standards, he should be ready at all times to assist the Squadron Commander. During meetings, he is the eyes and ears for the Commander, keeping the flow of traffic to a minimum during meeting and announcing and escorting any guests to the speakers table.
